Carrie Cutter is a former special operations soldier connected to COBALT, a program meant to remove fear from its subjects. The procedure gives her enhanced physical ability and damages her memory, leaving her with unstable emotional responses. Years later, she learns that her husband Ross is still alive and tracks him to Star City. During the confrontation, Green Arrow kills Ross from a distance while believing Carrie is in danger, and Carrie’s fixation on him begins from that moment.
Taking the name Cupid, Carrie starts killing Green Arrow’s lesser enemies because she believes those murders will earn his affection. Her actions draw attention from the city’s criminal underworld, including Brick, whom she attacks with a wrecking ball. After imprisonment, she is later freed by Black Canary because of a threat against her life, then briefly allies with Everyman when he believes himself to be Green Arrow.

Her behavior is unstable but purposeful: she stalks, plans attacks, and uses her archery skill to force herself into Green Arrow’s life.
Her central relation is Green Arrow, whom she treats as the object of her obsession rather than as an actual partner. Black Canary becomes one of her main enemies because of her relationship with Green Arrow and her role in stopping Carrie. Carrie’s past also includes Ross, her husband, whose death during a confrontation with Green Arrow helps trigger her fixation. She later allies with Everyman when he believes himself to be Green Arrow, but she kills him after dismissing the relationship as temporary.
Cupid is an expert archer and a trained hand-to-hand fighter, with her skill rooted in her past as a special operations soldier for COBALT.
