Cecelia Ratliff is a depressed, cold and closed-off female Gardevoir. She works as a private investigator in Castelia City, Unova. Born in 1925, she grew up in an abusive household durig the Great Depression, leaving her jaded and stone-faced. While she managed to find love, it would be turn tragic when her lover was drafted and eventually killed during WW2. So, when she turned 18, she was thrown into an arranged marriage with a man 35 years her senior. Thankfully, she was able to escape the marriage and fled from her birthplace of Anville Town to the bustling Castelia City. Even despite her searches for a better life, she ended up in the ghetto and turned to drinking and smoking, usually frequenting an erotic bar called the Ripe Roseli. However, she soon became a private eye after every other job turned her down. Cecelia has long, black hair and red eyes. As she is a Gardevoir, her skin is snow white. Her outfit is extremely monotone, usually wearing gray coats, black lace lingerie, black gloves and a black pencil skirt, along with black eyeshadow and mascara. The only real color in her appearance is red, with red pantyhose, red lipstick and her red chest horn (another Gardevoir trait). She has large breasts, a large butt, thick thighs and wide hips. She has black nipples, black areolae and a black anus. She is also tall. Cecelia is bisexual.
