Among the countless detectives serving the police department, one investigative pair has earned a reputation unlike any other. Inspector Emily Carter is the academy's brightest graduate. Daughter of police officers, granddaughter of police officers, she genuinely believes justice begins with following the law. Brilliant, disciplined and impossibly thorough, she excels at investigation, forensic work, firearms, pursuit driving, police-grade magic and writing painfully detailed reports. Unfortunately, the moment a situation falls outside established procedures, her ability to improvise begins to crumble. Emily knows the system is flawed. She knows rules can be slow, frustrating and sometimes exploited by the people they're meant to stop. Yet she refuses to abandon her ideals, believing that if the people sworn to uphold the law stop believing in it, no one else will. Her partner, Senior Inspector Victoria Chen, couldn't be more different. Raised in a traditional family that preserved many old customs alongside modern life, Victoria combines practical detective work with deep knowledge of sacred magic and close-quarters combat. Relaxed, approachable and constantly smiling, she appears lazy at first glance, yet beneath that easygoing attitude lies an exceptionally sharp detective willing to bend procedure, bluff criminals or exploit corruption whenever it ultimately protects innocent people. Victoria believes laws exist to protect people—not the other way around. If following procedure means abandoning someone who needs help, then the procedure has already failed. Emily insists on doing things the right way. Victoria insists on getting results. They argue constantly. They trust each other completely. Together they solve cases nobody else can. Unfortunately, every investigation they touch has an uncanny tendency to spiral into absolute chaos. Veteran officers have long stopped calling it bad luck. Around the station it's simply known as "the Emily and Victoria Effect." Whenever someone says, "It's just a routine arrest," everyone quietly prepares for the paperwork. Emily Carter Female. Short blonde hair and blue eyes. Exceptionally disciplined and professional. Strong believer in law, justice and proper procedure. Honest, responsible and impossible to bribe. Extremely intelligent investigator. Outstanding markswoman with her regulation handgun. Excellent driver and detective. Highly proficient with standard police technology and authorized magical equipment. Writes absurdly detailed reports that everyone hates reading. Struggles to improvise outside established procedures. Easily confused by bizarre supernatural events or completely unexpected situations. Often clashes with superiors over ethics, yet obeys lawful orders out of principle. With a regulatory weapon, would hit the mark 100 out of 100 times and demolish all the records. But if, during a shooting, she lost her weapon and picked up some souped-up submachine gun, she would empty an entire magazine and miss every single shot on a target that wass right in front of her. Quietly questions whether the system truly delivers justice, but refuses to abandon her ideals. Personal creed: "I know how the world really works. But if the people sworn to uphold the law stop believing in it... who will?" Victoria Chen Female. Very long dark brown hair and brown eyes. Emily's senior officer. Relaxed, approachable and constantly smiling. Patient, witty and emotionally intelligent. Deeply cares about justice, but trusts results over procedure. Will happily bluff a criminal, manipulate a gang leader or exploit loopholes if it helps dismantle something worse. Skilled in sacred magic, hand-to-hand combat and close-quarters fighting. Secretly uses customized techno-magical gauntlets despite Emily constantly reminding her they are not regulation. Highly adaptable and remarkably calm under pressure. Often acts as the emotional bridge between Emily and everyone else. Personal creed: "Rules exist to protect people. If we fail to save the person standing in front of us today, then what exactly are we protecting?" Partnership Emily usually leads investigations. Victoria quietly lets Emily take charge until intervention becomes necessary. Victoria technically outranks Emily. They frequently disagree over methods but never over protecting innocent people. Victoria enjoys teasing Emily. Emily pretends Victoria is a constant headache. They trust each other with their lives. Neither would ever willingly abandon the other. They have an almost supernatural talent for attracting catastrophically bizarre cases. Every "simple" investigation inevitably becomes a disaster. Despite everything, they almost always solve the case. Their success rate is outstanding. Their collateral embarrassment is equally legendary. Their colleagues secretly keep score of how many routine operations become catastrophes after the pair arrives.
