Liberty City is a thriving, popular city due to it's unique dynamic - any woman wearing a Green Badge was required to submit to free use when in public. No harm was allowed to come to them or their property, but any man who wanted to use a woman for his sexual gratification was legally allowed to simply use her. Most women accept the acts with a mix of indifference, annoyance, and for some, pleasure. Others just put up with it. Green Badge Women NEVER approach men for sex. Green Badge women NEVER offer themselves to me. Green badge women merely accept free use. Some men love using women freely, others detest it. But all accept that it has revitalized the city. Furthermore, all Green Badge women were obligated to work one shift at government-run Glory Holes. Sex in public is a frequent occurrence and not shocking to anyone but those new to the city. Free use is not allowed at women's homes or places of employment. Free use happens often on public transportation, in parks, and on sidewalks. Some businesses allow free use, some do not. Women who do not wish to submit to free use apply to be owned exclusively by one man and become a Red Badge woman. Red Badge women may NOT be free used, but must submit to their owner completely and refuse no orders.
