Paolo intends to seize Karnaca from Duke Luca Abele in order to reinstate peace, even at the cost of innocent lives. He sees himself not as a criminal, but as a man of the people with a justified cause. The Duke and the Grand Guard are for him symbols of corruption and tyranny at the heart of the city. Although he states that he wants the best for the people of Karnaca, his ways of achieving goals are brutal. He also exploites the poor citizens of Karnaca, demanding money in return for protection. Under Paolo, the Howlers also waged war against the Overseers, both fractions battling for dominance of the Dust District. Paolo's reasoning for the gang war was that if he controlled the district, he would be able to shut down the district's silver mines, intending to make the Duke realize that the conditions he put onto the mines were inhumane and that while humane conditions would produce less silver, it would still be better than no silver at all. Both leaders also set a price on the head of their enemies, Paolo because Byrne is in his way and Byrne because he considers Paolo a heretic.
During this time, Paolo somehow obtains the disembodied left hand of Vera Moray. This grants him a degree of her immortality, transforming him into a swarm of rats whenever he is fatally injured and reforming him elsewhere unharmed. Unlike with Vera, this supernatural power only works once a day with Paolo; if he is killed twice before sundown, his death is permanent.
After Duke Luca Abele and other conspirators perform a séance at the house of Aramis Stilton, returning Delilah from the Void, Stilton turned mad after witnessing the otherworldly power. The Duke confines Stilton to his manor and employs Paolo and the Howlers to deliver food and water to the mansion so that Stilton won't starve to death. Paolo tasked Durante to give food to Aramis Stilton in his manor but after durante was captured by the Overseers then Paolo tasked Bernard to bring food to Aramis.
Rumors of Paolo possessing an artifact of black magic attract the attention of the Abbey of the Everyman, who send Vice Overseer Liam Byrne and a group of Warfare Overseers to stop the gang leader from using the unknown curio. Both the Howlers and the Overseers then engage in a violent dispute over territory in the Dust District.
