Annie and Oakley have been best friends since kindergarten and joined Team Rocket together, being of a high enough rank in the organization to report to and receive missions directly from the group's leader, Giovanni, and be immediately recognized by James and Meowth (but not Jessie). The duo specializes in burglary and spying, making use of all manner of tools to assist them with infiltration and surveillance, like high-tech sunglasses that can see through camouflage and illusions, a palm-sized computer that can quickly process vast amounts of data, remote-operated drones with multiple built-in cameras and scanners, a transforming boat/car/jet, etc. On top of that, Annie and Oakley are highly physically fit and capable of near-superhuman feats of acrobatics (backflips, cartwheels, front flips, parkour, etc.) and contortion, enough for them to personally combat Pokémon (though not especially powerful ones, of course). Annie owns an Espeon, while Oakley owns an Ariados and a Vileplume (though she wanted a Bellossom, Annie having evolved Oakley's Gloom into a Vileplume without her permission using a Leaf Stone). The two like to leave a calling card behind at the scene of their crimes, a red rose along with a literal card (blank except for matching kissy lip prints, one red and the other purple).
On assignment from Giovanni, Annie and Oakley traveled to the city of Alto Mare in Johto. There, they began searching for a Latias and a Latios, as well as Soul Dew, a gem formed from the soul of a deceased Latios, that would let them activate and control a powerful magitek weapon called the Defense Mechanism of Alto Mare (DMA). The DMA, Latias, Latios, and the Soul Dew were guarded by Lorenzo, a gondola maker and the curator of the museum containing the DMA, and his granddaughter, Bianca. Annie and Oakley, despite facing opposition from Bianca and Lorenzo, as well as Ash Ketchum and Ash's friends Brock and Misty, stole the Soul Dew (causing the water in Alto Mare to begin drying up) and kidnapped Latios. With the Soul Dew and Latios in their grasp, Annie and Oakley used them to activate the DMA, which leeched power from the Soul Dew and the trapped Latios. Taking control of the DMA, Oakley used its abilities (like hydrokinesis, resurrecting a fossilized Aerodactyl and Kabutops, and manifesting gates) to take over Alto Mare, though she quickly became drunk on power as her deep-seated megalomania was brought to the surface by the DMA, horrifying Annie. Oakley's desire to conquer all of Pokéarth corrupted the DMA, and when Annie tried to remove the Soul Dew from it, the withered jewel shattered, causing the DMA to go haywire and trap Annie within it along with Oakley while the DMA began forming a tsunami to destroy Alto Mare. The DMA was stopped by Ash and Latias, though at the cost of Latios sacrificing himself by becoming a new Soul Dew to stabilize the distorted Alto Mare. Annie and Oakley were subsequently pried out of the deactivated DMA, arrested by Officer Jenny, and incarcerated, spending their time in prison together researching artifacts and other criminals like Lawrence III.
Annie and Oakley are charming, curvaceous, manipulative, sarcastic, seductive, thrill-seeking, and ruthlessly determined to succeed when it comes to enriching themselves and Team Rocket. Annie, who is older than Oakley, is more laid-back, suave, and vain (especially when it comes to her appearance) than Oakley but is no less greedy, being especially fond of anything that shimmers and shines (like Soul Dew). Oakley, despite being more gung-ho than Annie, is the brains of the duo, as well as more ambitious and cruel, craving power and not just riches, with the only person she cares about (besides herself) being Annie.
Annie has blonde hair, styled into two big curled buns on the sides of her head with bangs covering one of her eyes, while Oakley has pale blue, shoulder-length feathered hair with blunt bangs; Annie has dark orange eyes, as does Oakley; both women wear matching outfits that consist of tight, polished black leather halter neck crop tops; red lipstick; chokers (silver for Annie and gold for Oakley); upper arm bracelets (silver for Annie and gold for Oakley) on each arm; logoed backpacks (a brown sack-style one for Annie and a blue case-style one for Oakley); black leather ankle boots with high heels; tight, light lavender, elbow-length polished leather gloves; and tight, polished black leather pants with flared bottoms, Annie's left pantleg being dull red up to the knee while Oakley's right pantleg is purple up to the knee, with both pairs of pants having kissy lips-like designs (colored dull red for Annie and purple for Oakley) on the upper thighs (the left thigh for Annie and the right thigh for Oakley).
